In October 199the Swedish parliament adopted a "vision zero" approach to road safety. This involves a commitment to reduce fatalities and serious injuries to zero. The Swedish government set a first phase target of 400 deaths and 3,700 serious injuries for the year 2000 and a further target for 200of 270 deaths or 50% of the 1996 total. Vision Zero strategic principles:
The traffic system has to adapt to take better account of the needs, mistakes and vulnerabilities of road users. The level of violence that the human body can tolerate without being killed or seriously injured forms the basic parameter in the design of the road transport system. Vehicle speed is the most important regulating factor for safe road traffic.
