All clear?
Not to the SMEs!
The LOU brings
Heavy regulations
Lots of paperwork
No communication
Time for a change!
Why is this important?
“A healthy business environment related to public purchases would benefit public authorities, smaller companies and the social economy as a whole”
- 60% of total employment is SME
- 20.5% of total GDP is procurement market
Project Goals
Ultimate Goal:
Get the SMEs to participate more
Specify a first vision of a electronic public procurement system
Make a demonstrator that illustrates this vision
Suggest further research topics in the field
Our Approach
Research
Elaboration Vision Document
Design Design Document
Implementation Demonstrator
- Time distribution: mention focus on the research we have done.
The Vision
Breaking down
the procurement process
Recognizing each problem
in each phase
Visualizing a solution to
each recognized problem
After the research phase, we realized we need to specify our goals further.
We realized that the process and the problems were much more extensive than we thought.
The Vision
Retrieve Information
Procurements, companies
Information structure
Planning future businesses
Easier to find procurements than current solutions
Past case studies
Coordinating
E-transaction
Communication
Consortiums
The Demonstrator
Demonstrator visualizes potential interfaces of solutions from the vision
...but our prototype includes only selective parts of the vision
How do we achieve the vision? With a demonstrator that people can actually interact with.
Not everything is implemented. Which parts? Parts that we thought were the most important.
And focus on the suppliers’ side (our project is for the market)
The Demonstrator
Simplistic, all functionalities of one type under ONE menu.
”as you see, the topology for our menu is very very simple”
Any part of the system, any functionality is one mouse click away.
Transition: What could that look like? Over to Srihari.
The Demonstrator
Procuring
This is the section...
Keeping all current/active procurements in one place
Support for writing tenders (Q&A, deadlines, info on procurers etc..)
Submitting tenders
Matched: procurements suggested by the system based on company profile
(leave out contracts cause it’s too detailed)
The Demonstrator
Searching for Info
Categories: Procurer, Suppliers (and of course) procurements/contracts
With Advanced search, you can be more specific (e.g. Branch, area etc...)
The Demonstrator
Tender School
FAQ
Experts
Generally, advice for making a succesful procurement
Tender school: a tutorial to the step-by-step process of procurement
FAQ: you know what it is...
Experts: the idea is to have experts that can standby for answering specific questions (not implemented)
The Demonstrator
Comm. by Forum
Message
Consortiums
Generally, keeping contact with all actors in the procurement
Consortiums: discussed earlier (just make reference)
Forum: An open place for discussion has always been lacking in earlier systems. Speaker’s corner, state opinions....
Messages: private messages, a mail function
The Demonstrator
- Reminders, messages, matched.
Demonstrator vs. Vision
VISION
There is a difference between our vision and our demonstrator
Beginning was unclear
Exhibition 25 May
