Selection criteria
Identify existing government led institutional framework for project delivery that could help to inform the work of the Thematic Working Group (TWG) on SPCR institutional framework; Projects delivery mechanisms at community level; and Involvement of Development Partners We are also in the process of reviewing other cases to help and inform the TWG on SPCR institutional framework: Community level Projects/progammes implemented/ managed by the Line Ministries (regular and donor supported)

LGCDP – Introduction
Joint initiative of GoN and donors (multi-donors – UN agencies/ bi-laterals agencies and multi-lateral banks) Managed by Ministry of Local Development 161.5 M USD (committed fund) from development partners and 260.8 USD contribution from the government Goal is to contribute towards poverty reduction through inclusive responsive and accountable local governance and participatory community led development Major works: Institutions, capacity – national level Infrastructure, social mobilizations and income generation

Rural Water Supply and Sanitation Fund Development Board (RWSSPs)
RWSSPs (Fund Board)- introduction
The overall objective is to promote cost-effective and sustainable Rural Water Supply and Sanitation Projects (RWSSPs) with full emphasis on community ownership and responsibility. Funds: 27 M USD (2004 to 2010) Main donor - World Bank, (DFID) The project aims to reduce poverty and raise the living standard of rural people through provision of drinking water and sanitation services

Poverty Alleviation Fund (PAF)
Established through Poverty Alleviation Fund (PAF) Ordinance 2060 (2003) and subsequently Poverty Alleviation Fund Act 2063 (2006) Goal: To help the poor, find their way on sustainable path out of poverty Main objectives: To bring down the level of poverty below 10 % by the year 2025 To reduce poverty by half of the year 2015 as per the Millennium Development Goals (MDGs) Experience and budget expenditure: PAF is working since 2003 and has spent more than 40 M US$. In addition, PAF has received 100 M US$ as grant effective from January 2008.
Poverty Alleviation Fund (PAF)
Project Implementation Modalities 1) Appoints Partner Organizations (POs) On the basis of 28 socio-economic indicators 2) Select districts for project implementation Partner Organization (PO) - Local Bodies ( DDC, VDC, Municipality), NGOs, Private Firms. Involves as a facilitator
Main Role of Partner Organization Assist PAF in forming Community Organizations (COs), a group of poor between 25-35 HHs. Hardcore poor: 3 months or less of food availability Medium poor: 3 to less than 6 months of food availability Poor: 6 to less than 12 months of food availability Help COs to develop proposals to be submitted to PAF and also to implement the project.

Proposal could be any one of the followings Social mobilization, raising of consciousness Income generation and employment creation Community physical infrastructure - Capacity building
