Strategy of the Social and Economic Development of the Kaliningrad Region as a co-operation region for the period to the year 2010

Prepared and approved in 2003 The second chapter of this document is named Sustainable Development of the Region which says that the key aim of the Region’s development is balanced solution of social and economic problems from one side and preservation of the environment and nature-resources potential from other side. The tenth chapter is named Environmental Policy we can find the main tasks for the Regional Authority which have to be solved for transit to the Sustainable Development Model.

ESD at IKSUR

Subject “Ecology” is obligatory taught at every Faculty within the Federal Education Component. Environmental education is therefore considered as the basis for development of environmentally responsible personality and as the important element for professional development. The “Sustainable Baltic Region” was the first course focused on Sustainable Development Concept, which was offered as the facultative course at IKSUR in 1997 within the Baltic University Programme. SBR course was included into curricula at the Department of Human Geography as the obligatory course, is offered as the facultative course each year for students from other faculties, is integrated into the Ecology course taught at the Department of Socio-Cultural Services and Tourism. Participation of teachers and students in the BUP events. The Kaliningrad BUP Centre, located at IKSUR since 1997, acts as the resource centre for students, teachers and researchers dealing with various aspects of Sustainability. The issues of Sustainability are deeply integrated into curricula at the Faculties of Geography and Geoecology, Bioecology and Pedagogy and Psychology.

1998-2001 - realisation of the Tempus/Tacis project “Education for Sustainable Development in the Kaliningrad Region”. Project results: the mechanisms for interaction between University, Kaliningrad schools and regional authorities in the sphere of environment protection were established. The following new courses were elaborated: “Environmental Education for Sustainable Development of Kaliningrad Region”, “Environmental Economics”, “Environmental Education for the primary school”. The student’s and teacher’s mobility also was an important component within the project. The resource centre Agenda 21 was established at the University and was later transformed into the Green Library, which is now located at the University library of IKSUR. The course “Sustainable Development” is now taught at the faculties of Bioecology and Geography and Geoecology. Professionally oriented courses dealing with various aspects of environment protection and sustainable development. Scientific, methodological and organizational support of the schools of Kaliningrad region in development of environmental education.

ESD at KSTU

Kaliningrad State Technical University (KSTU) up to the year 1994 was the Technical Institute for Fishery and therefore the graduates from KSTU were in principle the specialists for this branch of national economy. At the moment, the University is preparing specialists, first of all, for different branches of national economy, and all activities of the University are directed towards the following the demands from the side of national economy and the labor market. Number of students at KSTU now is about 6500; 3 educational levels – Bachelor, Specialist, Master; 9 faculties; 37 specialities.

Faculties: Biological Resources and Nature Usage (6 specialities – Water Bioresources and Aquaculture, Ecology and Nature Usage, Zoological Engineering, Agricultural Chemistry and Soil Science, Agricultural Ecology, Agronomy), Commercial Fishery, Mechanics and Technology, Naval and Power Engineering, Automation of Production and Control, Economics.

ESD at KSTU

All no biological specialities have subject “Ecology” into their curricula and obligatory chapter “Ecological Aspects” in diploma reports. In both cases lecturers and diploma supervisors give to the students various information about Sustainable Development Concept. More deep studying of the Sustainable Development Concept is going on the Biological Resources and Nature Usage Faculty in obligatory subjects (Global Ecology, Applied Ecology, Nature Usage, Ecological Management and others) and choosing subjects (The Baltic Sea Environment, The Sustainable Baltic Region). Last ones are teaching on the basic of the Baltic University booklets in Russian.

ESD at KSTU

Since 1997 KSTU takes part in the Baltic University Programme activity. Three BUP’s courses in English are proposed for Kaliningrad students: The Baltic Sea Environment, The Sustainable Baltic Region, The Sustainable Water Management.

ESD at KSTU

During the period 2002-2005 KSTU took part in the Tempus Project FORESEE in cooperation with four Universities from EU. Two new syllabuses and lecture courses (Ecological Management and Integrated Costal Zone Management) were designed. Institute for Ecology and Sustainable Development at KSTU was established.

Project’s manuscript with the participants’ articles was published in the end of the Tempus Project.
