Background
If one user uses too much bandwidth, other users on the network will experience low performance (for example, slow internet connection). To prevent network users having to deal with problems arising from bandwidth usage, institutions decided to put bandwidth usage policies into place. Often, users have limited amounts of bandwidth they can use. For example, in Carnegie Mellon University, wireless users can use up to 750MB of bandwidth per day, while wired users can use up to 2GB of bandwidth per day.
